Jagan binamis totally violating norms, says Pattabhi

As part of ‘Jagananna looting guarantee’ scheme, Chief Minister, Jagan Mohan Reddy, has been issuing guarantee letters for his henchmen much against the laid down norms, said TDP spokesperson, Kommareddy Pattabhiram, on Sunday.

While former chief minister and TDP national president, Chandrababu Naidu, is a leader who gives guarantee for the future of the people of the State, Jagan, who is a feudal, is giving guarantee to loot the assets of the State, Pattabhiram told media person.

As part of the Jagananna looting guarantee scheme, the Chief Minister is issuing guarantee letters for the contract companies and individuals of his choice to allow them to ransack the State, he remarked.

“Much against the laid down financial rules, Jagan is issuing the letters at will to the companies of his choice that payments will be made on a particular date in the coming financial year,” Pattabhi pointed out. Finance Minister, Buggana Rajendranath Reddy, should answer how such letters are being issued to the companies and individuals after accepting hom much money as commission, he said.

As the elections to the Assembly are fast approaching, Jagan is inventing new schemes and the Jagananna looting scheme certainly falls in this category, Pattabhi remarked. The Megha Engineering, the PLR owned by Minister, Peddireddy Ramachandra Reddy, who is known as the Punganur lord, are being issued the guarantee letters though they have not executed any kind of works, he added.

These letters are being issued with the details like the total amount to be paid to them and on which date in the coming financial year, Pattabhi said. Those who are obtaining such letters are approaching the banks to raise loans, submitting these letters that on a particular day they are going to get so much of amount from the Government, he stated.

The Megha Engineering, who are the contractors of the Polavaram project works, has already got seven such letters, the TDP national spokesman said and asked on what grounds these letters were issued to the Megha Engineering. Providing even the minute details on which date and for how much money these letters are issued before the media, Pattabhiram said that the Megha Engineering company which obtained these letters is not even executing the Polavaram project works.

Pointing out that not even four per cent of the Polavaram project works are completed in these four years, he said this reflects the fact how fast the company is executing the project works. Knowing pretty well that there are no chances of his coming back to power, Jagan is allowing his binamis to ransack the exchequer in the shape of such guarantee letters, he felt.

Pointing out that the State Government has permission to utilise the funds only till March 2024 as the budgetary proposals for 2024-25 have not been presented before the Assembly till now, Pattabhiram asked how the State Government can issue such letters that a particular amount can be paid on a particular date in the coming fiscal. Funds for the coming financial year have not been made department-wise and how one can issue such letters that payment will be made on a particular date from a department in the next financial year, he asked.

Pattabhi made it clear that issuing such letters is against the Business Rules and amounts to violation of the provisions of law. Though some senior officials have clearly mentioned this on the note file and some middle-rung officers have alerted the Government, Jagan, showing his dictatorial attitude, did not take them into consideration, the TDP national spokesman added.

Pattabhiram made an appeal to the people to realise these facts and to know that Jagan is out only to loot public funds as the Chief Minister is least bothered about the welfare of the people and the development of the State.
