Hieu Tran, a New York police officer, is accused of shooting Indian-origin Kishan Patel, a New Jersey shopkeeper, in the head, leaving Kishan Patel paralyzed.

According to a lawsuit, Hieu Tran had a long history of post-traumatic stress disorder (PTSD) and alcohol abuse, which his superiors at the NYPD allegedly ignored.

Despite being advised to seek help, Hieu Tran did not receive any treatment or disciplinary action from the police department.

The incident occurred in May when Hieu Tran, off-duty, reportedly used his service weapon to shoot Kishan Patel while stopped at a red light.

Surveillance footage captured Kishan Patel’s truck speeding through an intersection after the shooting, colliding with another vehicle.

Kishan Patel was found unresponsive with a gunshot wound, leading to a diagnosis of a traumatic brain injury.

The family of Kishan Patel has filed a federal lawsuit against Tran and the city of New York, including Mayor Eric Adams, claiming that the NYPD’s negligence contributed to the tragedy.

Investigators linked shell casings from the crime scene to Hieu Tran’s service weapon, leading to his arrest in June.

Hieu Tran’s attorney mentioned that a psychological evaluation revealed his ongoing struggles with PTSD and alcohol abuse, which had been known to his superiors.

The lawsuit argues that Hieu Tran was regarded as a “problem officer” before the shooting but was not properly dealt with by the NYPD.

Kishan Patel’s family is now facing significant medical expenses due to his condition, which has resulted in him being nonverbal and needing constant care.

They have been paying for his treatment out of pocket and are seeking damages for the financial impact of the incident on their lives and businesses.

Hieu Tran is currently in custody awaiting trial for attempted murder.
