Vijayawada: The state govt has decided to set up renewable energy zones to promote green energy power plants. The govt has also promised to provide Viability Gap Funding (VGF) to the plants set up with ultra-modern technology. The govt issued detailed guidelines for Integrated Clean Energy Policy (ICEP) to boost investment inflow into the state.
Special chief secretary (energy) K Vijayananad said that the govt has decided to encourage largescale development of Renewable Energy Manufacturing zones (REMZ) which would accommodate RE manufacturing projects (solar, wind, battery and electrolyzers manufacturing).
He said that AP State Power Corporation Limited (APSPCL) will act as the nodal agency for REMZ and in coordination with other departments to establish REMZs as a dedicated manufacturing hub.
“APSPCL will provide last mile connectivity for power, roads, water, to each of the manufacturing units within the REMZ. It will develop the plug and play infrastructure for REMZ which would subsequently be recovered from developers located in the REMZ by levying development charges,” said Vijayanand.
He said that REMZ developer would have to develop necessary infrastructure required for REMZ such as power evacuation system, administrative building, infrastructure including road, water, drains, ducts and the developer will be allowed to recover applicable charges from project developers including lease charges, infrastructure/ development charges, utilities charges, O&M charges for infrastructure, O&M of plant.
He said that the govt directed APSPCL to encourage and promote NIRE technologies in the state. NIRE technologies including offshore, geothermal, tidal, other oceanic energies, storage (other than PSP and BESS), carbon capture and sequestration.
He said that the state govt would also provide Viability Gap Funding (VGF) or capital subsidy at 20% for the demonstration/ pilot projects with capacity not exceeding 5 MW with a maximum limit of Rs.5 crores/project. The capital subsidy shall be disbursed to developer in a phased manner with 10% before commencement of operations (COD) and 10% after COD within two years.
The govt has also decided to set up a university for Green Energy and Circular Economy, under Public Private Partnership (PPP) route which shall play a pivotal role in creation of manpower for Clean Energy Projects and RE manufacturing projects.
“The new university will be dynamic knowledge and training hub for clean energy, with training facilities for corporates and certification programs. Varsity will involve active industry participation, partnership with academia, think tanks and industry and build intellectual capital for clean energy sector along with technology transfer,” said Vijayanand.
He said that the proposed university will focus on creating a talent pool across the clean energy projects value chain in the state by focusing on tailormade curriculum to meet clean energy industry requirements. It will bring new programs with innovative pedagogies in collaboration with industry and academia.
