Telangana High Court Temporarily Halts PG Medical Counselling Amid Controversy Over Local Candidate Definition | Hyderabad News


Hyderabad: The state govt and the Kaloji Narayana Rao University of Health Sciences on Monday assured the Telangana high court they will not begin counselling for PG medical admissions till Nov 25 and no merit list will be published in the meantime.
Advocate general A Sudarsan Reddy gave this assurance before a bench when it took up a batch of petitions challenging the new norms under GO MS No. 148 defining the criteria for securing seats under convenor quota as local candidates. Under the new ‘local’ definition, candidates who studied MBBS in Telangana as non-locals will not be considered as locals for PG medical admissions. However, as there were institutions outside Telangana during the common capital time, all those candidates who studied in such outside institutions will be viewed as local candidates.
A batch of petitions were filed challenging the new definition.
“The notification for PG medical admissions-2024 was given in April and the change of local candidate definition was done on Oct 28 which is contrary to law,” said senior counsel A Venkatesh arguing the cases of a few aspirants rendered ineligible.
Senior counsel B Mayur Reddy voiced the concerns of some more aspirants and said the amendments to the existing rules are contrary to the law laid down by the Supreme Court in the Pradeep Jain case. Residence cannot be the basis for reservation, he said.
AG Sudarsan Reddy, who appeared for both the state and KNRUHS, sought a week’s time to explain their case while assuring the court that neither the counselling will begin till Nov 25 nor will the merit list be published.
After hearing senior counsel Surender Rao who said the state’s amended rules will not achieve their stated objective, the bench directed the authorities not to conduct second round counselling for Ayush PG course admissions. The case was adjourned to Nov 25.
