Andhra Pradesh, Telangana working to resolve bifurcation issues: Minister

Vijayawada: Finance minister P Keshav said that AP and Telangana govts are working to resolve bifurcation issues following negotiations between chief ministers of both states.
He said that two high-level committees, one with ministers and another with senior officials, were constituted to look into pending issues.
Keshav told the AP state assembly that they will resolve majority of pending issues that emerged out of bifurcation of the state, through negotiations.
Responding to queries of TDP members in assembly during question hour on Tuesday, the minister said that the state govt has expressed its willingness to allow transfer of employees, who wanted to migrate to Telangana.
He said that they have already issued proceedings to relieve the employees and is waiting for confirmation from the Telangana govt. He said that both state govts have agreed to accept the requests of employees on humanitarian grounds for inter-state transfers.
The minister explained that 1,942 employees have applied for transfer from AP to Telangana and 1,447 employees applied for transfer from Telangana to AP. He said that they have already relieved 122 gazetted officers following the agreement of Telangana govt to admit them into their service.
He said that 61 officers have already reported to the Telangana govt and the process to depute remaining officials would also be completed shortly.
He said that chief minister Chandrababu Naidu took the initiative to resolve the pending bifurcation issues by meeting Telangana chief minister Revanth Reddy in July. He said that a group of ministers comprising deputy chief minister Mallu Bhatti Vikramarka, D Sridhar Babu and Ponnam Prabhakar from Telangana and Anagani Satya Prasad, Kandula Durgesh and BC Janardhan Reddy from AP was constituted to discuss the various issues pending since the reorganization.
Similarly, a high-level committee comprising special chief secretaries and secretaries was also constituted to iron out the differences, said Keshav. “The officials’ committee held initial discussions and expected to meet again to finalise a few issues. The committee will submit its report to the ministers committee for further negotiations. Subsequently, a report will be submitted for the final clearance of the chief ministers of the respective state,” said Keshav.
TDP member Kuna Ravi Kumar said that the Telangana govt is not allowing non-Telangana native employees to admit into its services and it would be better for the govt to drop such employees form the request list to expedite the matter. He said that several other employees were waiting for many years to move into their native state. He explained that already several employees from AP were repatriated to Telangana in three spells but all of them were only Telangana natives. He requested the minister to consider the issue carefully to resolve it expeditiously.
