Vijayawada: Finance minister Peyyavula Keshav on Wednesday called chief minister Chandrababu Naidu as an inspiration to many and urged officials to consider him as role model. Recalling his three-decades long association with Naidu, he said it was surprising that Naidu has been working with the same zeal and commitment.
Speaking at the district collectors conference, Keshav said Naidu is the only hope for the state to tide over the crisis situation created by previous YSRCP regime. “We can learn a lot from Naidu,” said Keshav. He said that the previous govt had left an empty exchequer with Rs 10 lakh crore in debts. “We have spent 99 percent of the revenues for salaries and pensions in the first month. It was around 107 percent in the past two years. Now, we need to clear Rs 1.14 lakh crore to clear pending bills,” said Keshav. He, however, said that the previous govt had wreaked havoc on the systems by not focusing on the basic fundamentals. He said that the KC canal distribution system was destroyed by not spending just Rs crore. He said that they would attend all such works in a phased manner in view of the poor financial state. He wanted the officials to be judicious and prudent in their decision making to help empower people.
Principal secretary (planning and finance), Peeyush Kumar said that the govt is working on P-4 model, demographic management and zero poverty. “Four percent of the state’s population, about 22 lakh people, are below the poverty line. As per NITI Aayog guidelines, plans are being made to take appropriate measures for the upliftment of the poor. Steps are being taken to develop infrastructure with P-4 model,” said Peeyush.
He said that they were taking measures in collaboration with concerned departments to formulate population management policy as part of demographic management. “GSDP growth rate was 13.50 percent between 2014-19 but it fell to 10.59 percent between 2019-24 due to Covid and other problems. Achieving 15% annual growth is mandatory to achieve Swarna Andhra-2047 milestone,” explained Peeyush. He said that the govt is implementing various policies to shore up the growth rate. He said that they would also prepare a five-year vision action plan at the constituency level with the support of the district collectors. He said that the govt has already identified projects that promote rapid and inclusive growth and Vision Management Units (VMU) would be set up in the districts for translation of vision plans into reality. He said that it has been proposed to appoint academic experts for discussion and guidance on vision plans and conduct workshops at district level.
