Majority of LOCs in AP against NRI offenders | Vijayawada News


Vijayawada: About 62% of lookout circulars (LOCs) issued by the Union ministry of home affairs pertaining to cases registered in Andhra Pradesh are against persons booked under section 498A of IPC, now section 85 of BNS, which pertain to various forms of domestic violence.
Out of the total 275 LOCs listed on the official website of the crime investigation department (CID), 171 LOCs pertain to cases related to domestic violence.
CID sources said the reason for the pending LOCs is that in majority of these cases, the accused are non-resident Indians (NRIs) who either fled from the country before the issuance of the LOC or committed an offence here from foreign soil.
Cheating cases, mostly involving economic offences, occupy second place in the LOCs after domestic violence cases, followed by rape cases. As many as 61 LOCs were issued against persons involved in cheating cases, which constitute 22% of the total cases. In rape cases, LOCs were issued against 14 persons. The total number of women against whom LOCs are issued is 36, of which 21 are involved in alleged cheating cases, while the remaining 15 are involved in domestic violence cases, according to the data available on the CID website.
There is a debate going on across the country over the misuse of domestic violence laws and section 498(A) of IPC, which is now section 85 of BNS.
Even the Supreme Court recently said that section 498(A) of IPC and domestic violence laws are among the most abused in the country. A senior CID official said in most cases, the complainants include family members of their in-laws.
In some cases, they do not reside in India, and the LOCs are issued against such persons. In cases where the accused are absconding, LOCs are issued to prevent them from fleeing the country. The cheating cases mostly pertain to illegal chit funds. In such cases, the accused often flee from the state, concealing their identity, said officials.
