APSCPCR asks Eluru police to submit report on minor delivering baby in hostel toilet

The Andhra Pradesh State Commission for Protection of Child Rights (SCPCR) has directed Eluru district Superintendent of Police K. Pratap Shiva Kishore to submit a report on a minor girl delivering baby in her hostel toilet in Eluru town on December 8.

The 17-year-old girl, who was pursuing her intermediate in a college, was living in a hostel run by a missionary organisation. The student delivered a baby in the hostel toilet in the wee hours on December 8 (Sunday). She allegedly threw the newborn from the terrace of the hostel building into the compound of the house, adjacent to the hostel.

“The APSCPCR has taken a suo motu cognisance of the case based on the news published in newspapers, and directed the Eluu SP to submit a detailed report,” APSCPCR Chairperson Kesali Appa Rao told The Hindu.

“The incident is shocking. How did the staff of the hostel or the college (in which the girl was studying) fail to identify the pregnancy of the minor girl?” Mr. Appa Rao asked.

Meanwhile, APSCPCR member J. Rajendra Prasad visited the hostel building and the premises into which the baby was allegedly thrown and the spot where the body of the infant was found.

Mr. Rajendra Prasad said that instructions had been issued to the District Child Protection Unit (DCPU) and the Eluru district police to investigate the case from all angles.

The APSCPCR will make some recommendations to the Andhra Pradesh government over the lapses in the institution and the negligence of the officials, if any, the Chairperson said.

“APSCPCR has directed the Eluru SP to submit a report at the earliest,” Mr. Rajendra Prasad said.
