The Telangana government has issued a mandate entrusting Additional Collectors (Local Bodies) with the responsibility of supervising Residential Schools, Gurukulams, Kasturba Gandhi Balika Vidyalayas (KGBVs), and all government schools and hostels.
The government, through a government order dated January 1 (Wednesday) issued by Chief Secretary Santhi Kumari has outlined a set of responsibilities for Additional Collectors to ensure the holistic development of these institutions.
The key areas of oversight for Additional Collectors include several important responsibilities aimed at improving the functioning of educational institutions in their districts. They will oversee infrastructure management, ensuring that classrooms, dormitories, dining facilities, and sanitation infrastructure are well-maintained to foster a conducive learning environment.
In terms of academic standards, Additional Collectors will prioritise maintaining high educational standards and ensuring that these institutions follow the guidelines issued by the relevant departments. They will also act as chairpersons of the District Purchase Committees, responsible for supervising the procurement of essential supplies and food items required for the institutions, the order said.
The Additional Collectors will monitor adherence to prescribed diet charts, ensuring the quality, quantity, and timely delivery of meals to students during their inspections. To ensure direct engagement with students and staff, they will stay overnight at hostels or schools at least once every fortnight.
Additionally, the Additional Collectors will conduct both periodic and surprise inspections to evaluate infrastructure, safety, health standards, sanitation, and overall functioning. They are expected to take immediate corrective actions if issues are identified. Special attention will be given to institutions in remote, tribal, and underserved regions to ensure equitable distribution of resources and quality education. A grievance redressal mechanism will be established to address concerns from students, parents, and staff efficiently.
The Additional Collectors will also oversee budgetary allocations, ensuring transparency and effective utilization of funds. Collaboration with the School Education Department and Welfare Departments for SC/ST/BC and Minority groups will be essential for the smooth implementation of various programs. To maintain accountability and track progress, Additional Collectors will submit detailed monthly reports to the District Collector and relevant departments, offering insights into institutional improvements and challenges.
The District Collectors will convene monthly review meetings with Additional Collectors, institution heads, and other officials to assess academic performance, infrastructure status, and grievance resolution, with pre-determined agendas and documented action points for accountability, as per the GO.
