Chief Minster A. Revanth Reddy has directed the officials concerned to credit amounts assured under Rythu Bharosa to only lands which are under cultivation.
The district collectors were cautioned against payment of the benefit to fallow lands and those not under cultivation. The Chief Minister wanted the district administration to take steps to identify lands which are not under cultivation to ensure the benefit under Rythu Bharosa to was given only to genuine farmers.
Officials were instructed to gather information in advance about lands that were converted into real estate ventures, lands on which layouts had been prepared and lands under NALA (Non-Agricultural Land Assessment Act) in addition to identifying lands which were utilised for mining and those acquired for different projects. Administration should put together information provided by gram panchayat, municipality and revenue records and identify genuine beneficiaries by direct field visits.
The Chief Minister gave the instructions during a more than three-hour collectors conference here on Friday and said collectors should discuss issues pertaining to non-agricultural lands in gram sabhas and display the information in the villages. He asserted that there was no scope for any doubts as the government was firm on giving Rythu Bharosa benefit to all agricultural lands irrespective of whether cropping was taken up in them.
Investment support scheme was implemented for lands that were not under cultivation in the past and the government was firm that ineligible should not get the benefit. The district collectors should therefore undertake field visits to identify genuine beneficiaries.
Welfare and development are two eyes of the Government
Referring to other issues, the Chief Minister said welfare and development were two eyes of the government and it was for the district collectors to take the government’s programmes effectively to the people. The government’s performance was based on the functioning of the district collectors and it is imperative that they should discharge their duties effectively.
Complimenting the district collectors for completing 96% of the household survey, he stressed the need for the officials to improve their functioning. The government had already instructed the district administration to undertake field visits to get first hand information on the implementation of the welfare and development schemes.
“But few district collectors are in favour working from the confines of their offices. There is need for you (district collectors) to improve your performance for effectively tackling troublesome issues as and when they crop up,” he said.
