HYDERABAD: The Telangana High Court on Tuesday issued notices to Chief Commissioner of Land Administration (CCLA) Naveen Mittal and Kumram Bheem Asifabad district collector Venkatesh Dhotre, asking them to explain why its earlier orders on issuing a Pattadar passbook to a businessman, B Venkata Narayana Rao, were not implemented. Justice K Lakshman directed them to appear in person or through a lawyer on February 14 to provide an explanation.
Narayana Rao earlier filed a petition in the High Court, alleging that despite applying for a passbook after purchasing land, the District Collector and the CCLA did not issue it.
The Court, in January 2021, ordered that the technical issues be resolved and the Pattadar passbook be issued.
The court also clarified that if the technical issues could not be resolved, an e-Pattadar passbook should be provided and directed the process be completed within four weeks, while issuing orders on August 14, 2025. However, since the orders were not complied with even after five months, Narayana Rao filed a contempt petition in the court.
