Vijayawada: In a bid to prevent delays and corrupt practices, the state govt has fixed timelines for clearing Transferable Development Right (TDR) bonds. These bonds are issued by urban local bodies in exchange for land and properties acquired during road widening projects. The govt asked the urban civic bodies to complete the entire process within 50 days.
The govt has scrapped the manual system and made online applications mandatory. This decision comes after uncovering massive scandals in TDR bonds issued during the previous YSRCP regime.
Principal secretary S Suresh Kumar directed municipal commissioners to adhere to separate timelines for clearing TDR bond applications. The timelines vary depending on the type of municipality or corporation.
The TDR bond applications once received in the town planning wing should be cleared by the competent authority-municipal commissioner after completion of the scrutiny within 50 days.
The govt gave 15 days time for pre-scrutiny, 15 days to place before the committee, four days for notification. Subsequently, seven days will be given to call for objections and claims and four days for consolidation of objections. Another one week to place before the scrutiny committee, six days for endorsement of registered gift deed, gift deed verification and issuance of TDR bond in another seven days.
In Nagara panchayats, grade-I, II and III municipalities, the application should be cleared within 6 days by town planning and building inspector, in another five days by TPO and another four days by commissioner. Similarly, TPBS, TPS will have to clear the file within six days, TPO in four days, ACP in 3 days and commissioner in two days in special grade and selection grade municipalities.
In municipal corporations, TPBO would have to clear the file in four days, ACP in next three days and both DCP and CP in two days. CCP would have to clear in another two days while commissioner had to stamp his nod in another two days. In any case, the application for grant of TDR bond will have to be cleared within 15 days at all the levels in all the urban civic bodies, said Suresh Kumar.
