Vijayawada: Andhra Pradesh assembly on Wednesday passed the AP State Teacher Transfer Regulation Bill-2025, which is considered a key reform in the school education system aimed at bringing transparency. IT and HRD minister Nara Lokesh said the Act is set to create history by eliminating political interference and corruption in teacher transfers.
“Teacher transfers were done arbitrarily without following any guidelines by the previous govt. Numerous litigations arose in the last five years, and the courts intervened in teacher transfers on multiple occasions, including the cancellation of transfer of 1,100 teachers just before the elections. The online system brought in with the present Act will bring transparency and accountability. A grievance redressal mechanism is also included in this legislation. The aim is to design effective guidelines that are agreeable to all,” said Lokesh.
He said unlike the YSRCP govt, the NDA govt does not create ‘unilateral laws’. “The new Act has been designed to provide efficient teachers and better education to students in govt schools, from tribal areas to municipalities. The govt aims to encourage teachers working in ITDA areas by awarding additional points. Reforms will be completed and executed by June this year. Teachers’ seniority list is being prepared transparently. A DSC notification will also be issued for fresh recruitment of teachers,” he added. The assembly passed the bill unanimously without any opposition.
The assembly also passed the AP Private Universities (Amendment) Bill-2025 for the establishment and regulation of private universities. Lokesh said the aim of the amendment is to promote universities in the private sector. “This Act defines greenfield as a new university and brownfield as a conversion. It was requested to recognize VVIIT as a brownfield university under conversion. Whenever a university is established, it is necessary to amend the Act in the legislative assembly to include the university’s name. The govt is in talks with several private universities, including foreign universities, interested in establishing their campuses in Andhra Pradesh,” he said.
