With a proposed ₹17,677 crore budget for Municipal Administration and Urban Development, the government is set to reshape Hyderabad into a modern, sustainable, and globally competitive city.
The Telangana Budget 2025-26 Deputy Chief Minister Mallu Bhatti Vikramarka presented to the Assembly on Wednesday, 19 March, has put significant focus on Hyderabad’s urban infrastructure, transportation, and sustainable development.
Aiming to transform the city into a global metropolis, the government has introduced large-scale projects under the H-CITI plan and Mega Master Plan – 2050 to tackle traffic congestion, housing challenges, and environmental concerns.
Municipal Administration and Urban Development
With Hyderabad experiencing rapid urban expansion, the government has introduced the H-CITI plan to strengthen infrastructure and tackle rising traffic congestion.
“We are implementing the H-CITI plan to enhance urban infrastructure and efficiently manage increasing traffic congestion,” Vikramarka announced.
Under the first phase of H-CITI, the government has begun constructing 31 flyovers, 17 underpasses, and 10 road expansion projects with an estimated investment of ₹7,032 crore.
Additionally, beautification projects worth ₹150 crore have been announced to enhance the city’s aesthetics. As part of the Musi Riverfront Development Project, the government also plans to revitalise Osman Sagar and Himayat Sagar, further improving the city’s water bodies.
Ensuring sufficient drinking water for the city’s expanding population is another priority. The government reported that most of the ORR Phase – 2 Water Supply Project is now complete, which will help meet water demands within the HMDA limits.

Urban flooding
To combat urban flooding, Hyderabad will see the implementation of a ₹5,942 crore Integrated Stormwater Drainage Project.
“This project has been approved to enhance flood management and prevent waterlogging, ensuring better urban resilience,” Bhatti said.
Regarding the Future City, Bhatti announced the government is set to develop India’s first Net-Zero Future City, an ambitious step toward sustainable and smart urbanisation.
“The government is pioneering the development of India’s first Net-Zero Future City, setting a new standard in sustainable and smart urbanization,” Bhatti announced.
Calling it an “ultramodern metropolis”, he emphasized that the city would be pollution-free.
Spanning 765 sq. km across 56 villages between the Srisailam and Nagarjuna Sagar highways, Future City will feature dedicated zones for AI, pharma, sports, clean energy innovation, and technology. To oversee its execution, the government has established the Future City Development Authority (FCDA).
To support these large-scale projects, the government has proposed a ₹17,677 crore budget for the Municipal Administration and Urban Development Department.

Other developments
In a major push towards urban transformation, the Telangana government is drafting a Mega Master Plan – 2050 to elevate Hyderabad to global city standards.
The plan emphasises technological advancement, transportation expansion, infrastructure development, and environmental conservation.
“We are developing a master plan to transform Hyderabad into a global city of international standards, focusing on technological advancement, transportation expansion, infrastructure development, and environmental conservation,” Vikramarka said.
He highlighted that key projects, including the Musi Riverfront Development Project and efforts to create a pollution-free Hyderabad, are integral to this long-term vision.
Vikramarka also took aim at the previous BRS government, accusing it of failing to distribute the promised two-BHK flats to the underprivileged. Addressing the housing crisis, he announced a new initiative to develop satellite townships around Hyderabad, particularly along the Outer Ring Road (ORR).
“A new initiative is underway to develop satellite townships around Hyderabad along the Outer Ring Road. These townships will feature affordable housing communities, making homeownership more accessible for low-income and middle-class families,” he stated.
The government has accelerated multiple infrastructure projects, reinforcing its commitment to modernizing Hyderabad. These include:
- Metro Rail Expansion
- Regional Ring Road (RRR)
- Musi Riverfront Development Project
- New Osmania Hospital
- Telangana Bhavan in Delhi
Additionally, the Veterinary Biological Research Institute in Shanthi Nagar is set to undergo a major expansion at a cost of ₹300 crore to strengthen research and development in animal health sciences.
