Vijayawada: Emphasising the necessity of advanced communication tools for disaster management, the state govt directed the district collectors to ensure that every official, from the mandal revenue officer (MRO) level to the district collector in coastal areas, should be equipped with satellite phones. The govt asked the collectors to prepare plans to ensure the administration can handle disasters effectively and prevent loss of life in the future.
The special chief secretary of the revenue department (disaster management, land administration, stamps & registrations, survey & settlement), RP Sisodia, conducted a high-level review meeting at the disaster management office, focusing on disaster preparedness and response measures. He took stock of the availability and utilisation of devices procured in the last five years, the essential kits to be procured for the upcoming monsoon season, along with the budget and procurement status, and the preparedness for heatwaves.
Real-time alerts
The availability of manpower and equipment in districts was also assessed, and the operational status of cyclone warning centres was reviewed to ensure the timely dissemination of alerts and information.
Sisodia discussed the need to place ambient air quality monitoring equipment near hazardous and chemical factories to detect any gas or chemical leakages in real-time. It was emphasised that proactive monitoring is crucial to prevent industrial disasters and ensure public safety.
Sisodia also stressed the importance of enhancing communication tools based on modern technology, as arranging them during emergencies can be challenging. He also suggested utilising drone technology effectively. “If it is not feasible to procure drones independently, empanel drone pilots and keep them ready,” suggested Sisodia. Since the survey department is already implementing drone-based operations, he recommended collecting comprehensive information from them. He also emphasised the need to recognise the importance of night vision drones.
AI-based systems
He said that the govt, under the leadership of chief minister N Chandrababu Naidu, had effectively utilised technology to introduce WhatsApp-based services. In line with this, Sisodia suggested integrating WhatsApp services into disaster management. He directed officials to develop a WhatsApp-based integrated disaster management system and prepare the necessary plans. Furthermore, he stressed the need to develop an AI-based disaster management system and prepare an action plan accordingly. Managing director of the disaster management authority, Ronanki Kurmanath, was also present.
