Telangana government has issued guidelines of Rajiv Yuva Vikasam Scheme which is aimed at providing financial assistance up to ₹4 lakh to youth from Scheduled Castes (SC), Scheduled Tribes (ST), Backward Classes (BC), Minority and EBC/EWS communities.

The guidelines issued on Tuesday (March 25, 2025), have details on funding pattern; eligibility criteria (age limit and income limit); documents required; registration process; verification process; selection; training for grounding of schemes; monitoring and others.

“The beneficiary can choose any activity of his choice which are viable financially,” as per the guidelines

Subsidy and bank loan %

According to it,100% subsidy would be provided to unit cost up to ₹50,000 or if it is a minor irrigation project. And 90% subsidy and 10% bank loan would be provided for unit cost from ₹50,001 to ₹1 lakh; 80% subsidy and 20% bank loan to unit cost from ₹1,00,001 to ₹2,00,000 and 70% subsidy and 30% bank loan for unit cost from ₹2,00,001 to ₹4,00,000.

Income and age limit

The income limit for applicants from rural areas is ₹1,50,000 per annum and it is ₹2,00,000 per annum for the applicants from urban areas( Municipalities, Municipal Corporations, Nagar Panchayats). The age limit is 21-55 years for non-agricultural projects (as of July 1 of the implementation year) and 21-60 years for agriculture and allied sectors.

Documents needed

Aadhaar Card; Ration Card or Income Certificate; Caste Certificate (issued after Telangana formation); permanent Driving Licence (for transport sector schemes); Pattadar Passbook  (for agricultural schemes); SADAREM Certificate (for PwDs); Vulnerable Group certification are the documents that will be asked for.

Application

Those who are eligible have to register on Online Beneficiary Management & Monitoring System (OBMMS) portal and submit the downloaded application form at Mandal Praja Palana Seva Kendralu along with documents at MPDO office in rural areas and office of Municipal Commissioner in urban areas.

The Mandal Level Screening Committee would verify the authenticity of the documents, eligibility of the candidates and assess the feasibility of the self-employment scheme selected by the candidate. List of eligible candidates, after approval by bankers or district officer, would be forwarded to District Level Committee (DLC)

Final sanctions

The District Level Committee (DLC) shall finalize the list of beneficiaries based on district-wise targets for both bank-linked and non-bank linked schemes. The district collector shall issue the final sanctions after obtaining approval from the in-charge Minister of the district, as per the guidelines.

The last date for applying to the scheme is April 5. A help desk would be set up at the Seva Kendralu to assist the applicants with the online registration process .Beneficiaries would be given sanction letters from June 2 to 9. June 2 is the Telangana Formation Day.
