Vigilance inquiry uncovers corruption in APDC | Vijayawada News


Vijayawada: The vigilance inquiry conducted into the alleged irregularities in Andhra Pradesh digital corporation (APDC) unearthed financial mismanagement, recruitment of unqualified individuals, favouritism, corruption, and misuse of powers.
The report submitted to govt indicated that the then vice-chairman and managing director (VC&MD) of APDC, Chinna Vasudeva Reddy, T Vijay Kumar Reddy, M Madhusudhan Reddy, and 18 others committed various irregularities. It suggested conducting a deeper probe either by the crime investigation department (CID) or the anti corruption bureau (ACB).
The forensic audit conducted into the accounts of APDC and the firms involved in various activities revealed that funds shown for one purpose were diverted for another purpose, including making payments to the cast and crew of the movie Yatra-2. It was identified from the forensic audit that 2 crore was paid to various individuals who worked for the movie, including actor Mammotty, who acted in the movie, which revolves around the padayatra done by former chief minister Y S Rajasekhara Reddy. This amount was shown as the expenditure incurred for the production of 60 videos and paid to one Three Autumn Leaves & Astroy LLP. However, there is no evidence to suggest that these 60 videos were produced and delivered to APDC.
On the other hand, the bank statement of the firm suggested that payments were made to the crew associated with the movie, including Mammotty, who played the character of Rajasekhar Reddy in the movie. The vigilance report named M/s Data Motif Digital Media, GPR Publications, Deccan Media Works LLP, Sai Nandini Tekno Creations, Shlokh Entertainments, Avisa Media Pvt Ltd, Sri Sai Advertising, RR Media Advertising, along with Three Autumn Leaves, alleging them of committing fraud and suggested initiating legal action against the firms. The vigilance inquiry also found GST evasion by some of the firms who claimed money from APDC on account of rendering services but did not pay GST to govt.
It was further alleged that about 60 unqualified individuals were recruited without proper verification of their qualifications, work experience, and documentation, including records of rights (ROR). Furthermore, favouritism was shown towards the former employees of I-PAC, I-Dream Media, Sakshi, and other associated media groups.
The vigilance inquiry implicated Vasudeva Reddy with misuse of power and financial misconduct. It recommended legal action against him along with firms and individuals associated, besides initiating steps for recovery of 37 crore from responsible entities and individuals.
