“The ongoing struggle for the rights of second Auxiliary Nurse Midwives (ANMs) under the National Health Mission (NHM) will persist until the government fulfills its promises,” said All India Trade Union Congress (AITUC) State deputy general secretary M. Narasimha. Speaking at a protest held here on Thursday, April 3, he criticised the administration for failing to implement the assurances given to second ANMs despite repeated commitments.
Second ANMs are contractual healthcare workers appointed under the NHM to assist in maternal and child healthcare, immunisation, and other public health programmes, especially in rural areas. Unlike regular ANMs, who are often permanent employees, second ANMs are usually hired on a temporary or contractual basis to strengthen healthcare services in high-demand areas.
During the protest, Mr. Narasimha highlighted several promises made to the ANMs, including 100% gross salary, seven months’ PRC salary arrears and ₹10 lakh health insurance. He stressed that these benefits, which were pledged to the workers, have yet to be realised.
He recalled that during discussions on February 17, the Commissioner of Health and Family Welfare had assured that the seven months’ PRC arrears would be cleared by March 31. However, he pointed out that these dues remain unpaid. “The PRC was announced in 2020 and implemented on June 11, 2021, but the salary hikes were only applied seven months later. Despite multiple assurances, the pending arrears have not been settled,” he said.
