Emphasising the urgency to resolve land-related issues in the State, Chief Minister A. Revanth Reddy sought the cooperation of the Revenue department in the flawless implementation of the Telangana Bhu Bharati (Record of Rights in Land) Act 2025. He also urged the revenue officials, under the guidance of District Collectors, to strive to get rid of the disrepute they earned during the previous Bharat Rashtra Samithi (BRS) regime due to the then-rulers’ attempts to portray them as ‘thieves and looters’.
Addressing Revenue officials after launching the Bhu Bharati portal and notifying the rules for the Bhu Bharati Act at Shilpakalavedika here on the occasion of Ambedkar Jayanti on Monday (April 14), Mr. Reddy said: “All struggles in the Telangana region are linked to land. The Komuram Bheem’s fight for Jal jungle jameenthe peasant armed struggle, and the struggles of Communist brothers were all fought for land rights.” He reiterated that his government introduced the new Record of Rights (ROR) Act to ensure land rights for every genuine individual in the State.
Mr. Reddy stated that many innocent people faced a lot of hardships due to shortcomings in the Dharani Act and portal, accusing the previous BRS government of enacting it to realise their vested interests. “It helped them usurp thousands of acres of land,” he alleged. The Chief Minister also criticised the BRS government for not notifying the rules for the Dharani Act for several years, prompting the public to face difficulties and resort to attacks against revenue officials.
“Instead of notifying the rules, the previous government tried to blame the Revenue department for their faults in the system,” Mr. Reddy said. “Unfortunately, it led to a situation where even a Tahsildar was set on fire. The previous rulers planned to portray Revenue officials as thieves and looters.” He emphasised his stance against portraying Revenue officials in a bad light.
“To benefit the poor, we introduced the new ROR Act and launched the portal to provide a permanent solution to land issues,” Reddy explained. “We’re implementing this as a pilot project in four mandals, aiming to bring in dispute-free land policies.” He urged revenue officials to raise awareness about the Act through programmes (Revenue Sadassulu) in each village.
The Chief Minister announced plans to introduce the Bhudaar system, similar to Aadhaar, to check land issues completely. He ordered District Collectors to embark on an intensified awareness programmes at the field-level on the newly launched Bhu Bharati portal, which serves as a one-stop permanent solution for all land ownership issues of farmers.
Earlier, Deputy Chief Minister Mallu Bhatti Vikramarka also flayed the previous government for ‘playing havoc’ with innocent people’s lives due to issues in the Dharani portal. He announced the revival of assignment committees to help Dalits, tribals, and marginalised communities get lands allotted by the government.
Revenue Minister Ponguleti Srinivas Reddy attributed the BRS’s loss of power to the Dharani Act, which enabled one family to amass lands.
