People heading to Rajiv Gandhi International Airport on the Hyderabad outskirts in the last week of March [2025] got a glimpse into the demands of cab drivers [gig workers] when the latter refused to accept rides to raise the issue of ‘low fares’ shared by the companies. This was not the first instance of complaints of gig workers. In the coming months, the workers would have another channel to lodge their grievances.
The Bill
Issues pertaining to deductions in pay without providing reasons, termination of work without notice or on grounds not mentioned in the contract, can be raised with the Internal Dispute Resolution Committee of the aggregator concerned. These are some of the key provisions mentioned in the draft bill of Telangana Gig and Platform Workers (Registration, Social Security and Welfare) Act, 2025.

Draft bill in public domain
After Telangana Chief Minister A. Revanth Reddy directed officials, the draft bill was made public inviting suggestions of stakeholders, people concerned on or before April 28, 2025, 5.00 p.m. The draft bill is available on the Telangana Labour Department’s websitehttps://labour.telangana.gov.in/home.do . The government plans to bring the Act into force on International Labour Day (May 1).
4 lakh gig workers in Telangana
There are over four lakh gig workers in the State, who are engaged in package delivery, food delivery, and other trades in the sector. The bill envisages social security measures, employment and service conditions, safety, health, and welfare measures for the workers.
It states that the State Government shall constitute Telangana Gig and Platform Workers Welfare Board. Some of its functions include registration of the workers and aggregators, and ensure implementation of general and specific social security schemes based on contributions made and disburse the social security benefits to the gig and platform workers.
Grievance redressal mechanism
The draft bill also has a provision for the government to appoint a Grievance Redressal Officer. The registered workers can file applications with the officer pertaining to any grievance arising out of entitlements, social security payments and other benefits provided by the Board.


Other provisions
Besides, the draft bill also mentions the rights of the workers; their income security; work conditions; transparency in respect of automated monitoring and decision making systems, Social Security and Welfare Fund for Gig and Platform Workers and others.
