‘One family, one beneficiary’ rule likely for Rajiv Yuva Vikasam scheme

Hyderabad: As the Rajiv Yuva Vikasam scheme — aimed at supporting SC, ST, BC, and Minority youth with financial aid for self-employment — is set to be launched on June 2, officials are working out the modalities to be applied to the scheme. According to highly placed sources, the benefits of the scheme will be extended to only one family member if multiple applications are received from the same household.Interestingly, the demand is more for the larger units — up to Rs 4 lakh — for which over 16 lakh applications have been received. In contrast, the number of applications for smaller units — Rs 50,000 and Rs 1 lakh — is significantly lower. Due to lower competition in the category, all eligible applicants for units under Rs 1 lakh are likely to be selected, sources say. The state govt has set separate targets to select beneficiaries from SC, ST, BC, Minority, EBC/EWS communities in the districts.Committees have been constituted at the mandal level to review applications and select beneficiaries. These committees are led by mandal parishad development officer (MPDO) as the convener and include representatives from the SC, ST, BC, and Minority Welfare departments, along with bankers from the respective mandal. They are responsible for reviewing applications within their jurisdiction.Meanwhile, officials said that selected beneficiaries should not have availed of subsidy loans from govt corporations in the past five years. While for units priced below Rs 50,000 do not require bank approval, those ranging between Rs 1 lakh and Rs 4 lakh require bank guarantees for loan sanctions.Approval for units under Rs 1 lakh is relatively straightforward. However, for units above Rs 1 lakh, approval depends on the willingness of bankers to extend loans. MPDOs and mandal special officers are currently in discussions with bankers, jointly reviewing applicant details.
