Telangana emerges ‘Top Achiever’ in Centre’s national Business Reforms Action Plan 2024 rankings


Telangana has been recognised as ‘Top Achiever’ in the national Business Reforms Action Plan (BRAP) 2024 rankings announced by the Centre’s Department for Promotion of Industry and Internal Trade (DPIIT).

The State received the top honours in four important business-centric reform areas of Business Entry, Construction Permit Enabler, Service Sector, and Land Administration.

Catapults from lower aspirer category

In the previous BRAP 2022 assessment, Telangana was placed in the lower ‘Aspirer’ category. The latest recognition is bound to come as a shot in the arm for Chief Minister A. Revanth Reddy-led government as it seeks to attract more investments across diverse areas amid stiff competition from many States.

The progress to the ‘Top Achiever’ position reflects the State government’s consistent efforts to make business processes more transparent, coordinated and investor-friendly thus ensuring that reforms deliver real benefits on the ground, Industries and IT Minister D. Sridhar Babu’s office said on Wednesday (November 12, 2025) after Union Commerce and Industry Minister Piyush Goyal presented the award to Special Chief Secretary-IT and Industries Sanjay Kumar at an event in New Delhi on Tuesday (November 11, 2025).

Help further deepen reforms

The outcome reflects the State’s broader growth vision, creating an environment where investors find both confidence and opportunity. Telangana continues to attract major global investments, with many top companies choosing the State as preferred destination for their innovation and long-term growth. The recognition will further encourage the departments to deepen reforms and deliver results that strengthen Telangana’s position as a destination of choice for business, the Minister’s office said.

Mr. Sanjay Kumar described the BRAP 2024 recognition as a proud moment for Telangana and a reflection of the State’s renewed focus on efficiency, transparency and results-driven governance. “Over the past year, several reform measures have been implemented with greater coordination and accountability across departments, ensuring businesses experience smoother and faster processes. The emphasis has been on practical outcomes rather than procedural checklists and this shift has significantly strengthened investor confidence. Telangana remains committed to building a system where policy intent translates into real impact for enterprises of every scale,” he said.

Telangana is committed to reform-driven growth and the government’s vision is to make the State one of India’s most trusted destinations for investment and innovation, the senior official said.

What does 90% score indicate?

Separately, the Union Ministry said ‘Top Achiever’ refers to States and Union Territories securing a score above 90%, indicating consistent implementation of reforms, fully functional systems, and strong user validation.

Under BRAP 2024, States and UTs were assessed across 25 reform areas, including Labour Regulation Enablers, Environment Registration, Utility Permits, Services Sector and Sector-Specific Services. The BRAP 2024 covered 434 reform points across Central and State domains and was supported by one of the largest national feedback exercises. As many as 5,83,365 businesses were contacted and 1,33,776 interviews were completed across 34 States and UTs. The extensive outreach ensured transparency and reflected ground-level experience of service delivery and the reforms implemented by States.

How States fared?

Uttarakhand and Punjab were top achievers across five reform areas; Telangana, Andhra Pradesh, West Bengal, Jammu & Kashmir, Kerala, Tamil Nadu, Madhya Pradesh, Rajasthan, Jharkhand and Chhattisgarh across four reform areas; Maharashtra, Assam, Himachal Pradesh, Haryana, Odisha, and Uttar Pradesh across three reform areas; Gujarat, Karnataka and Tripura across two reform areas, while Goa and Meghalaya were recognised across one reform area. DPIIT also presented the BRAP 2024 State Categories reflecting the broader Ease of Doing Business and compliance landscape.

Fast movers under Category Y (States/UTs with established business systems) were Odisha, Punjab, Andhra Pradesh, Rajasthan, Madhya Pradesh, Kerala, Assam, Uttarakhand, Jammu & Kashmir, and Karnataka. Aspirers under Category Y included Telangana, West Bengal, Tamil Nadu, Maharashtra, Gujarat, Uttar Pradesh, Chhattisgarh, Haryana, Jharkhand, Himachal Pradesh, Goa, Bihar and Delhi. Under Category X (North-Eastern States and UTs with developing systems), all States/UTs were classified as Aspirers.
