HILT-P Sparks Uproar In Telangana: What’s The Policy And Why Is Opposition Angry? | India News

A new policy introduced in Telangana, the Hyderabad Industrial Lands Transformation Policy (HILT-P), has become a major political flashpoint. The policy allows industrial lands located inside the Outer Ring Road (ORR) to be converted into multi-use zones.

The state government has announced that the conversion fee will be charged at 30% to 50% of Sub-Registrar Office (SRO) rates. Industries Minister D Sridhar Babu said the policy is expected to generate Rs 4,000 to Rs 5,000 crore in revenue for the state, out of which 25% will be allotted to developing new industrial parks.

Applications will be processed within 7 days, approvals within another 7 days, and regularisation within 45 days.

What is HILT-P?

The policy aims to regularise 9,292 acres of industrial land in the Hyderabad region and convert them for commercial and residential use. It covers major industrial clusters such as Balanagar, Jeedimetla, Sanathnagar, and Azamabad. The government says the policy will help prevent Hyderabad from becoming polluted like Delhi and will support environmental protection.

Deputy Chief Minister Mallu Bhatti Vikramarka said the policy was introduced to improve revenue mobilisation, especially with rising welfare expenditure. Minister Uttam Kumar Reddy accused BRS and BJP of spreading misinformation.

He said the draft was originally created during the BRS regime, which allegedly approved multi-zone conversions secretly. He also presented some evidence during a press meet, adding that the policy was shaped based on recommendations of a cabinet sub-committee and after consultations with stakeholders.

He warned that if necessary, the government could reveal details of conversions done under the previous BRS administration. Industries Minister Sridhar Babu reiterated that the policy does not involve land sales and accused the opposition of spreading false claims.

What Is The BRS alleging?

BRS Working President KT Rama Rao (KTR) called the policy the “biggest land scam in India.” He alleged that lands worth Rs 5 lakh crore were being handed over at “throwaway” prices, pointing out that SRO values are 4–5 times lower than market rates to benefit CM Revanth Reddy’s relatives and associates.

He accused the government of gifting 9,292 acres to private companies and claimed the policy was being used as a financial “ATM” for the Congress party.

BRS Women’s Wing spokesperson Krishank Manne alleged that land worth ₹50 crore (2,800 sq. yards) had been listed for just Rs 7 crore. BRS leader Jagadish Reddy demanded that the names of beneficiaries be made public.

KTR warned that if the BRS returns to power in the next Assembly elections, they will cancel the transactions and launch a full investigation. He demanded that the policy be withdrawn immediately or face a legal battle.

The BJP also joined the controversy, demanding that the HILT-P policy be scrapped and that a special session of the Assembly be convened.

BRS corporators staged protests during the GHMC meeting. Meanwhile, the government has launched an inquiry into how cabinet-level decisions regarding the policy were leaked to the public.

The political storm now boils down to one big question: Is this policy a gateway to development or a doorway to massive land misuse? As the war of accusations grows louder, the real picture will emerge in the days ahead.
